Paul Burton had opportunities to talk to the Browns and take them seriously both prior to and after the 249d. He has chosen to not even attempt to contact them, complete contempt on his side.
If he was serious about listening to them, a 249d would not have been required in the first place, and he would have tried to contact them before sending a notice naming them in it. His behaviour astounds me.
