I'm not sure that unarmed individuals running for cover as you shoot at them from an overhead chopper could really be described as combatants.
Much like the viet cong; tending to the rice paddy during the day and arming yourself with an AK-47 at night. Do you think an enemy would abandon his weapon and flee when he hears the sound of an approaching chopper. Were the troops on the chopper told 'no friendlies in the area'.
