I'm not sure what your point is Rampage? Non-smokers get lung cancer yes, but they are very unlucky. There isn't the same stigma because they don't consume items from a pack blatantly labeled "smoking causes cancer".
Personally I think all smoking in public places should be banned (inside or out). I am tired of walking out of shops/stations/pubs to be confronted with a wall of smoke. It is socially unacceptable.
