Can be for a variety of reasons: to broaden the pool of applicants through to conceivably a reduced rate of pay and working conditions compared to that which has to be paid in Australia. There may be no reason for the employee/s to attend the workplace and the applicant says that one interviewer is Philippine. Many organisations do this - Am Ex has had a call centre for many years.
