TER don't hold or control the railway line to port as far as I know, I would assume the Qld Government would own most of that railway or Pacific National.
TER don't even own the Blair Athol Coal train loop north of the Blair Athol Coal Mine (it was originally part of the mine). It was sold off to Clermont Coal who conveyer belt their coal to the train station.
Yes, there is plenty of coal deposits around the area. It would take some money to either buy other companies mines and/or develop their own. TER want to develop Springsure, which is south of Emerald and 200km south of Blair Athol. So the infrastructure at Blair Athol wouldn't be used. I recall from a presentation somewhere that TER are interested in a mining tenement (no mine) 14km west of Blair Athol called Moorlands.
