    what i am saying is, they may own a rail line, but no body other than TER use it. so there is no long term value (yes a lot of value in TER doing it so they could get their coal to port). Once Blair Athol closes, it's value is NIL. yet you think it is a "you see they do hold very valuable rail" of "26+km".

    You can see from the Queensland Globe website, that the rail spur doesn't go far, so there is no trains coming from the south.

    Additionally that spur is probably around 4.5 to 5km, no where near the 26km that you think it is.

    For your information, here is a map from 2014 of Moorlands, as you can see, the coal seam is north of Blair Athol. I am not engineer or mine designer, but i cant imagine that if/when they build a mine there, that they will build Moorlands rail to go south of Blair Athol.
