How about instead of having everyone "read between the lines", if your guess is correct, then it would have be prudent of them to say so in their announcement. If that really was the plan or intention and they deliberately stopped 8 meters before the anticipated zone, they should have said so.
Everyone would have then had the opportunity to say, "Excellent thinking by management and its great they are protecting OUR investment."
I therefore call BS on your guess.
