'could' is a very big word there. It translates to 'possibly' ---------- but, it would be a very wild guess to take it to a 'probably', because it would be totally illogical and one of the most unwise things that Ukraine could ever do.

If they got caught -------- what do we think Europe would do???

And, even if Uncle Sam didn't mind so much personally, all the guns and whizzbangs that America is gifting, have to come via Europe somehow.

I would have thought that only pure insanity would drive Ukraine to do such an act, certainly for the reason you suggest.
