Its been explained...what else do you want to know? Its in line with what they said a little while ago. Its still within the timeframe they said. It isnt their fault that some investors held onto an idea of it being done by end of Q3.
It's a detailed performance guarantee that's being engineered and tested by the vendor who is making the specific equipment. I've looked up their specialists and it doesn't appear that you could find much more experienced professionals. They aren't QPM staff. It's going to be delivered and satisfy the financiers requested guarantee.
