No it is not widely accepted at all. As @grindstone cowboy pointed out earlier, if Russia has only been drawing on a small percentage of its professional army as alleged by Putinists, why the need for mobilisation at all? Why not just draw on some of the 80% of the professional army that hasn't been used?
