Russia controls less territory in each of those 4 regions than it did 3 months ago. In one of the 4 regions, Zaporizhzhia, Russia doesn't even control the regional capital, in fact it's nowhere near it.

Russia surrendered all of the territory in northern Ukraine that it seized at the start of the war, and now it has been completely routed in Kharkiv province.
It surrendered Snake Island, it lost the flagship of the Black Sea Fleet.
It has lost over a thousand tanks, 150,000 soldiers dead, wounded or captured.
It has lost its largest export market. Hundreds of thousands of young men have fled the country to avoid conscription (in an aging country that already has a deficit of young men).

To answer the question in the OP: OF COURSE RUSSIA IS LOSING! It is cooked.
