Mer, I think you are worrying too much.
It costs Shell a lot of money to store this waste. They also have to pay an environmental levy.
If any environmental solution becomes available, they (and others) have to use it.
The waste appears to be able to be turned into a valuable, sellable product.
Shell are cashed up and want to be seen as green. This then helps them getting future approvals.
