Yes, I recalled this also, but when I looked up the rules earlier today, I found this:

Seems that this extra 10% has "expired" now, so to speak, as the rules indicate that the maximum time it applies for is 12 months.
Unless there is some exemption that applies...?
Happy to be corrected if I have misinterpreted something.
