The situation is, there are 2 hurdles that any proposed changes have to overcome:
all states have to agree with the changes, and the legislated changes have to pass the Senate.
There is a third hurdle to overcome: assuming any changes would have been agreed to before the coming election, and if the federal Liberal Opposition feels strongly about the changes, the can always make it a big election issue, it is up to the people to decide.
It is a democracy, I am happy for the people to decide, provided of course the Liberals Opposition puts out a credible alternative hospital policy.
Having said all that, I don't think there is going to be any proposal to increase the GST %.
