If memory serves me right Talga did something exactly like this during the last SPP. It was oversubscribed so they set up a ranking system.
- Long term holders who hadn't sold any shares got close to the amount of shares they asked for.
- There was a middleground where I think most of us exist, and we received about 50% of what we asked for.
- Lastly people who had any number of shares after the SPP announcement received the smallest allocation.
I recall some posters were quite upset about it!
