This I think would be a good start and see if he'll spec it.

Then come back with a reference or web site details for holders to log onto if of course he's interested. Anyway I'm sure a central contact point for Holders can be sorted without a problem.

Regardless Holder support and numbers needed so a central contact point for disgruntled holders will need to be set up so they can form a voice - "organisation".
