Late to the party here, but what is the concern around this measure? It's only related to credits from CRs. More designed to stop dilution to fund annuities (and probably director incentives) than anything else. Reactions in the article seem a bit over the top. Apparently Morrison announced it in the budget a couple of years back but didn't implement it...?
