imo... if we lived in a peaceful World there would be no rush to develop Dubbo.. 2025 would fit in with the expected demand. However....
The announcement by the US to sanction chips (and chip making equipment) going to China (and then forcing the mass resignation of US staff on pain of them otherwise losing their US citizenship) is as direct an attack on China's economy as it gets. The timing of this announcement coincides with China's 20th congress... so it's an odds-on bet this announcement by the US has been planned for some time (maximum embarrassment for Xi).
I don't think we will see China's response until after Xi has firmly affixed the crown to his head... but by this time next week we should know how China decides to retaliate. Could China suddenly discover they no longer have enough REE's to export to the US? Maybe....
