EPC is back to day zero. Perhaps given Clough's problems they should consider a different EPC mix. All projects, but particularly NT projects commonly overrun by multiples of the DFS estimates. So what ever they come up with should be taken with a grain of salt. If Clough's work was worth paying for, it should be able to be handed over.
