ancient law, will be hard to change. lots of effort and very minimal reward for government. Public servants are inherently lazy. Easier for them to increase royalty % for the entire industry with one stroke of the pen and collect billions as they have done then use it to buy private jets.
Only 15-16% of New Acland land has royalties paid to government I think. The majority goes straight back to NHC i.e. royalty-free.
