the answers have been used by pro Howard supporters to justify why nothing much had been done in those areas.
The Commonwealth has the financial resources to assist the states. Now now, don't say that the Commonwealth has no constitutional power to do that. Howard had no problem in over riding state industrial laws. Even Abbott, when he was the health minister, had proposed that the Commonwealth take over the running of the states hospitals.
Howard had 11 years to do that, but nothing much happened. A disastrous performance.
