No, as I said several posts back, Shenghe will now call the shots, If you renege on the MOU they will simply tell the GoT to withhold the ML again.
The only hope Peak could possibly have is to do a deal with the Yanks, but unless you have been talking to them already they may not even want to say G'day anymore.
