Delay to rights issue due to postal delays seems strange. You have online via registry or email or sms. Surely the one or two recalcitrants that want to use paper for this issue could miss out. I just feel they may be having issues "getting it up".
If we get a juicy ann before next week then yes this is/ was the issue IMO
