"... who is likely to put up the money to make the challenge?"
I reckon it can be Greens or anyone else. But there is no need for them in hurry to make the legal challenge.
GNS has enough problems at present, because it might
1/ Never find a JV partner;
2/ Never get bank finance;
3/ Never be able to raise enough capital for the mill;
4/ Breach bank covenants in 3 months... alas!
GNS has pushed the mill for ~6 years now, but it looks it still needs many more years...
... And GNS may be pulped by itself soon ... lol.
