Independent reports by their nature are more often pessimistic. Why? Well, if written a certain way, they are often a no lose outcome for the writer. If they are negative and it goes badly , then it is a case of “I told you so.”. Whereas if it goes ok they can say “ You must have taken onboard my report and acted to improve the situation, which is what I wanted you to do. Either way they win.

I suspect most independent reports highlight things that projects know about and list the things which can be done to mitigate these risks. Often these things are already being progressed by the team but the reviewer doesn’t always give credit. If that is the case here, I would consider that to be the “not fair but reasonable” bit.

I'm talking specifically about the independent report in regards to Australian Super paying $100 million which gets bci to the all important $460 million, whereby bci can then start tapping into the naif loan and other loans.
