Target set at say 5.7. Then as the period in which that “target” was said to apply proceeds the market becomes more prepared to pay more for product at a lower grade that costs less to make … “target” changes to suit customer demand and best economic return for the company … do they need to issue a statement saying they have lowered the “target” in a rapidly changing economic climate?
