Phase 1 will not be expanded he is saying. Obviously resource size changes and future phase scope is all just on paper and can increase.
The reason for this is that if they keep expanding phase 1 it’ll take forever and cost more to deliver. The realistic and modest target ensures funding, speed to market and then self funding the next stages - all better value for shareholders.
