I do wonder if the present situation could be Muti factors at play ... as we know many nations are pushing for windfall taxes , larger interests in production etc .. Cuban a poor nation .. maybe having another Major Oil discovery 100% success rate etc from JVP was going be detrimental to Negotiations around forward production royalties , licensing..not sure where Cuba Govt is at with elections etc.. but just maybe working on one discovery at a time is going give better bargaining ... with Zapato left for easy Re-entry down the line once the JVP see how Production goes
