This announcement notes that only about $45,000 was used to buy back shares. It's a drop in the ocean compared to the $50M that's been allocated for the buy back program.
Also, what if the share price fell further before OBL did this buy back. It's hard to tell what the SP will do in the future so I think this small but prudent buyback is good
management.
The fact that OBL is even buying back at 4.50 also suggests that it believes it's shares are worth much more than that level.
