I suppose because it's still only a plan with fairly scarce detail. Needs to get voted in, which should be a formality, partner (whoever that is) needs to uphold their end of the deal, and then things can start to kick off. As soon as we start to see any evidence of the plan being delivered the sp should follow. Until then it's wait and see, and hope nothing trips up.
Of the companies I follow this lot easily have the weakest announcements, leaving much to the imagination.
There will be a lot on the sidelines thinking "I'll believe it when I see it."
As soon as we see anything, the rockets will be go for launch.
