I scrolled through to see if anyone picked this in section (f) (1). with respect to the other unreported holes.
One way to read the highlighted section is that some of the intervals were interesting enough to get 1m splits done OR the 4m intervals were overlimit on some elements and the method had to be changed to account for the overlimit element.
