you're adding many new words to the info at hand.... such as failed? In no way does it imply it has failed, at all. What it means is they have realised they will need to spend more capital than is deemed worthwhile for the trial to complete its intended goal.
You really are over reacting to the information at hand. If anything the sharemarket reaction is in agreeance as well.
