On the face of it,this article specifically deals with coal mining.But it gives some insight into how projects are financed in India. It can be a slow and cumbersome process. This may or may not have any affect on the speed or otherwise, of the take-up of EDE in that country. I get the impression Indian bureaucracy moves at a very slow pace.
