I have not worked in the industry but on my trading platform, each ASX company has a different overnight holding cost. Larger institutions though no doubt have negotiated rates at wholesale rates.
You'd have to assume the borrowing rates are increasing, but if they are paying say 5% annual, up from 3.5 say, and looking to make a lot more than that on a position, I am not sure they will be discouraged from taking short positions. They be more likely encouraged as rising rates hurts earnings and more likelihood of SP falls.
