    I'm not saying management are great or bad but reality is they don't control what happens with the licence unfortunately and you mention that there is millions tied up, if they weren't in a hault those millions wouldn't be worth much, it's easy to blame everyone and I have been on the negative side as well, but greed has put us here not management..
