I don't really regard CNQ as a risky investment. They are already a revenue-generating company with the TCC $10m order and many others. As you said, the company invested in their own projects by cutting the margins (better than spending on unnecessary marketing activities), which will pay dividends in the mid-long term.
It's a no-brainer really, the share price will sort itself out.
