An interesting graph on this site on the Life Cycle of a Mining Share. While this particular one relates to a Zinc mine there are other generic graphs on the net that give a similar picture, perhaps not with such a large peak between 1 & 2.

I will leave it to yourselves to determine where PEN sits on the timeline.

My own belief is we will move north as the JORC aproaches and beyond but the really big gains will not come until Permit to mine is confirmed and an off take agreement announced.

At the moment there is still a lot of uncertainty in the market, better opportunities for short term gains elsewhere and the possability of a new N. Arms Reduction Treaty among other things will be holding the price back.
