The management is happy. As long as they are able to get new share holders be it through placement or other means they would reward their TEAM. As debt is not easy to get, equity shareholders will cry forever. Management needs some data to keep shareholders bleed and the so called tie ups help it.
If economy recovers, BUBS May also recover. Till that time management has no option but to keep floating and it needs equity to feed white elephants.
