if we take a look most of the people hold <100.000 shares. They are normal people who are sadly struggling with the frozen money. However, they are only representing <8% of the market value of the company. Also your second statement doesn’t make any sense to me. The share price will be generated by the big institutions and they are not buying from individuals off market if they don’t offer them >1m shares with a decent discount.
