Jeeper have you ever seen the MTR's they are building just across the border of HK in Shenzhen?
I have my base there and by memory there are about 12 metro's under construction.
It didn't take them years and years of arguing to do this.
Block of the roads in the centre and start digging.
No complains,life goes one,work to make a living.
