The bizarre thing is that it was fired in the wrong direction, towards the west, not to intersept any
rockets flying from the east, because these missiles dont go off-course like that,
and if they do, they can be detonated (as far as I know).

Maybe it was some psycho Ukrainian. wanting to have some fun, and not expecting it to hit people.
