Aspiration, or intent. That is the question. Probably somewhere in between.
I think this certainly indicates, as a minimum, that the subject has come up in planning meetings. However, for reasons that you have already well articulated, I don't think that an announcement is imminent.
I would say too, that a NASDAQ listing is not an automatic road to riches. I've seen an ASX company obtain a second listing on the NASDAQ in recent years, with no obvious impact on the SP.
