The tier 1 fab could be Intel in name, but with the actual implementation at Tower Semiconductor, which was taken over / merged with Intel earlier this year. Such an arrangement could be perfect for Weebit because proximity within Israel would assist close cooperation during technology transfer.
That's my prediction and logic to support it.
