Best guess is onward lending activity being closed out. For example, a big custody/PB is holding excess inventory that it had borrowed from the asset owner's custodian. Just send it back and get your collateral back. No trading necessary (any covers by its hedge fund clients have already occurred).
Also not that securities lending transactions can be settled same day or T+1. They aren't intermediated by brokers.
