No, I'm saying that the gross short position report is based on gross obligation to return stock, "gross" is important here. How much of it due to outright short positions is not clear, but it's a gross report, not a measure of sentiment (if you interpret it as sentiment, that's on you).
CFTC breaks down open interest in futures to hedgers and speculators, which some people find useful for interpreting sentiment... maybe something similar would be useful in short reporting. Perhaps suggest it to ASIC to help improve market transparency.
