The lead brokers send out term sheets to their institutional and sophisticated investor clients and other brokers. Only institutional and sophisticated investors, as defined by ASIC (I believe), are eligible to participate in capital raises in the absence of a prospectus. The term sheet would have been distributed this morning after the trading halt. The lead brokers will probably have filled the order book by the end of the day and then the results of the capital raise will get announced to the market in the next day or so.
