Just going from memory...
Terbium is a REE which is critical to make high temperature magnets. Rare earth magnets have the problem that they can completely lose their magnetic qualities once they heat above certain critical temperatures ( https://buntingmagnetics.com/industry-blog/how-much-heat-can-rare-earth-magnets-take/ ).
Including Terbium improves the tolerance of the magnet to high heat.
When I look through the list of REE's which Dubbo can produce Terbium is present but in low quantities.... so, I doubt it will impact significantly upon the economics.
