If you take a culture which has no history of substance abuse, (acohol tobacco and so on) and introduce it, of course many are not able to handle it. Even in white society, to which it is part of their culture, many still can't handle it. So banning alcohol, is in the Aboriginal People's best interests. (At least on their tribal lands)
The NT experiment has proven to be a failure. Having their own lands back, has merely given them the autonomy to destroy themselves, without interference by the Police or any other authority.
