Yep, 40% EV sales in 2030, they're dreaming or more to the point, hoping they will be able to sell ICEV's in 2030. Is OEM brains trust still in denial. IMO, the ICEV's bans will be pulled forward and any OEM planning to make ICE after 2027, will be a waist of investment.
Surely the OEM's are just spinning the talk for near term ICE sales, but in the background planning the opposite. If not, investors/financiers will soon start to pull support, so as to avoid going down with ship.
