Agree with your comments.
I would suggest that they are awaiting a development re: news. to lift the share price and then the rignts issue would be fully subscribed.
NO one in there right mind will take up the offer whilst the current share price is lower than the offer, unless they know of a major announcent is in the wind.
I am now looking forward to see what happens in the next 5 weeks.
